Motion on Regulation of Gambling Business in the County

The County Assembly has passed a Motion on Regulation of Gambling Business in the County, moved by Hon. Fredrick Kipkemboi, MCA Kapsabet Ward.

Aware that Control of Betting, Casinos and other forms of gambling is a devolved function under part two, section 4(a) of the Fourth Schedule to the Constitution of Kenya, further aware that numerous gambling businesses are being operated in the County unregulated, deeply concerned that those running the business have not registered with the County Government or Betting Control Board hence lack legal permit issued to authorize them to deal, operate, carry or conduct any gambling game, gaming device, slot machine, concerned that the unregistered businesses has negative social and economic impact in the society where the business is being operated, Cognizant that the businesses are illegal and no revenue is remitted to County Government and considering its negative social and economic impact, this House urges the County Government to;

a) Put in place policy measures of regulating gambling business,
b) Regulate criteria of granting gambling permits,
c) Recall all gambling licenses, vet and re-issue the permits and or licenses in
accordance with the applicable law.
d) Liaise with National Government agencies to confiscate the unregistered
gambling machines and take appropriate legal action against gambling vendors.
